Do you know who produces the most local video programming?
Is it ABC, CBS maybe NBC, or maybe it’s the local programming poster child, PBS?
This was the question the Federal Communications Commission sought to answer through an inquiry that was issued by the commission on July 20, 2012. In the FCC notice of inquiry—Annual Assessment of the Status of Competition in the Market for the Delivery of Video Programming—they sought “data, information, and comments” from the American Community Television (ACT) group among others.
The answer to their inquiry was spelled out by ACT very plainly—P-E-G!
ACT related to the FCC that local broadcasters produce approximately 1,500 hours of local programming per year. In comparison, they asserted, ” government access produces 1,250 hours per year, educational access produces 1,500 hours per year and public access produces 2,000 hours per year.”
However, according to the Alliance for Community Media (ACM) who also responded to the inquiry, the content produced by to top PEG producers far exceed the average mentioned by ACT, which was based on a 2009 survey of 208 PEG producers.
For example, the three channels with the most hours of locally produced programs during 2009 are:
• Manhattan (N.Y.) Neighborhood Network, 13,210 hours
• Queens (N.Y.) Public Television, 8,735 hours
• Chicago Access Network Television, 7,760 hours
ACT also highlighted the importance of PEG channels to the current media landscape by saying, “PEG access television channels are an increasingly important component of the nation’s media landscape. As media consolidation and the loss of local media outlets (such as newspapers) has rapidly risen, PEG access television fills a media information void by offering local information.”
